Find some excellent notes on yesterday's panel on ACTA at Google.  The
author, Rebecca Tushnet notices how Google office space is not really
"DC" (and I myself wondered if they had to destroy some ceiling panels
to have all the fixtures show?) but I would add that anyone interested
in copyright policy in DC was there.  USTR, USPTO, Academics, public
interest NGOs and many many associations rep and their lawyers.  The
so secret treaty was discussed so very publicly.   It was a very DC
event.
