[A2k] Obama admin: Mandated exemptions can strengthen copyright

Indeed, mandated exemptions do strengthen copyright, though not in
exactly the typical sense of the word "strengthen." Specifically, by
peeling away from the public generally a powerful (in the passionate
strength of their appeal) constituency in the form of the blind, it
significantly weakens the strength of the public as a whole. Once in
the "lifeboat", advocates for the blind will, as is human nature,
either not advocate for others to get into the lifeboat as well, or
else they certainly won't fight as hard for others as they do for
themselves even if they remain active on behalf of exceptions for
others.
