[A2k] Dutch statement on ACTA

In a letter to Parliament, the Dutch State Secretary writes that some ACTA
participants have laws and a parliamentary process that forbids to give access
to documents during the negotiations. For this reason the countries agreed to
keep documents secret.

This can hardly be true. States have exceptions to transparency, for instance
to protect negotiations. But if you agree on transparency in advance, there
shouldn't be a problem.
I do not see a problem on the EU side for such an approach. I guess the U.S.
and Canada could have asked for transparency too. Any information on other
countries?
It would be nice to show the argument is nonsense. And we may expect the
argument to show up elsewhere too?
And even if the argument would be true, why start a legislative process with
such undemocratic countries?
