Dear friends,
I am sending this email on behalf of the co-Chairs of the CAN Technology
Working Group. Please find attached the Climate Action Network's position
paper on technology cooperation in the UNFCCC, which served as the Climate
Action Network - International Submission to the UNFCCC Ad Hoc Working Group
on Long-Term Cooperative Action Regarding Technology Cooperation and
Sharing. Also available at

The paper makes the following key points:
1) Technology cooperation should be organized through a Technology
Cooperation Mechanism governed by a Technology Executive Board under United
Nations authority and principles. It would ensure the implementation of
relevant pledges on technology cooperation countries have already made, and
it would establish a Global Technology Objective which would set technology
targets for countries to meet and Technology Action Programmes to implement
those targets
2) A new Technology Fund or window should be the primary source of money to
make the Technology Action Programmes happen and reach the Global Technology
Objective. The fund is divided into two funding areas, one for research and
development of technologies, one for their deployment and diffusion.
Capacity building and transfer of skills and know-how would be a requirement
for funding under both windows. Money would be made available for both
adaptation and mitigation technologies.
3) Intellectual Property problems with such barriers should be solved in two
ways: through a Mechanism on Climate Change and IPRs and a UNFCCC COP
Declaration on Climate Change and IPRs.
CAN is a coalition of more than 450 environmental and development
non-governmental organizations worldwide, committed to limiting
human-induced climate change to ecologically sustainable levels. We look

ensure a just, equitable and sustainable solution to technology cooperation
