[A2k] draft conclusions for WIPO SCCR 18

I just posted the draft conclusions on the casting treaty and the
audiovisual works.  Unlike during the discussions on conclusions re
proposal for a treaty to facilitate access for the reading disabled
persons, the delegates did not ask for many amendments.  What you read
here is more or less what you'll get tomorrow.  However, the Chair is
now trying to incorporate the many comments on the part of the
conclusions dealing with the committee's worlk on Limitations and
Exceptions (and the treaty proposal) and that is not easy.

For example Group B and the EU want to have much less on the treaty
(and reorder the entire document) and the African group wants more
about work on the broader L&E agenda.
