The implementation of the WHO Global Strategy and Plan of Action on Public =
Health, Innovation and Intellectual Property has become one of the key topi=
cs at the 62nd World Health Assembly (WHA) taking place in Geneva this week=
. As is obvious, the actions of the various stakeholders; from governments =
to the WHO Secretariat through to donor governments is the real test of the=
 usefulness of the Global Strategy to the people it was meant to serve, the=
 poor.



Consequently, HAI Africa and IQsensato have released, as a working document=
, a Pilot Monitoring Tool to begin the assessment of implementation, at the=
 national level, of the Global Strategy and Plan of Action.  The document r=
eleased as IQsensato Working Paper 4 and as  HAI Africa Draft Document can =
be accessed at on the IQsensato website on the home page (www.iqsensato.org=
 or directly on the Working Papers page at http://www.iqsensato.org/?page_i=
d=3D49 and on the HAI Africa website at  http://www.haiafrica.org/.



This tool can be used by different stakeholders, particularly by civil soci=
ety organisations and researchers to start to monitor the performance of th=
eir own governments, the WHO and other stakeholders. While it is the primar=
y responsibility of monitoring the implementation of the Global Strategy li=
es with WHO under Element 8, we believe that other stakeholders, especially=
 civil society organisations and researchers, can play a critical and compl=
ementary role. This document gives them a tool to play that role.



As a show of our commitment to the full implementation of the Global Strate=
gy to the benefit of the populations of developing countries, a process of =
testing the tool has already began. In this initial phase the monitoring to=
ol will be piloted in 6 African countries, namely: Ghana; Kenya; Zimbabwe; =
Rwanda; Uganda and Zimbabwe.



Initial results from this pilot phase will be launched by July 2009 to feed=
 in among other processes the work of the Expert Working Group on R&D finan=
cing.  We will keep you informed of the event details.
