The Copyright Office is under the Library of Congress, which is part of the=
 legislative branch.  The PTO is under the executive branch.  Only the exec=
utive branch can negotiate international treaties; hence the PTO needs a co=
pyright section, in order to deal with international copyright issues.=0D
