Thiru and all,

  Yes it would be.  It would also be interesting to know why
WIPO is seemingly of the belief that broadcasting organizations
should be afforded additional protections for their own content,
when artists often do not have the ability to afford same, and
users/consumers have even less and whos privacy is often
abused in order to satisfy a suspicion of some broadcasting
claimant without so much as a good ethical reason to invade
same.

  Perhaps WIPO is of the opinion that broadcasters have for
some unknown and yet to be adequately defined right to
superior rights and therefor protections?  Hummm?
