In the Chair conclusions of the last SCCR:
"Views were expressed: supporting the proposal for a binding
instrument; expressing the wish for more time to analyze it;
expressing the desire to continue the work on the basis of a global
and inclusive framework; and expressing that deliberations regarding
any instrument would be premature"
"expressing that deliberations regarding any instrument would be
premature" accurately reflects Group B statement. When the
conclusions were negotiated in the green room, the US did not break
away from Group B. It is part of Group B. When the Report of the
meeting come out, you will have the statments of Group B and of the US
and you will maybe believe people who were at the SCCR?
The Obama adminstration and the Copyright office may be sympathetic
but as far as I know they are not supporting the treaty. Yet.
