All,
Now isn't this rich! What the heck is such a provision doing in a
Climate change legislation and how does the USG intend to effectively
enforce such a provision?
I can fully understand that the USG wanted and perhaps needed to
state the position of the US'es IP position up front, but first is this
the position of the will of the US public? I don't believe it is.
Second, in such legislation expecting or in essance demanding such a
position in a climate change bill is beyond any reasonable consideration
and puts trade relations on a very pecarious balance. Therefore if this
bill is passed in the Senate, I hope the president will not sign such
into law or request in advance some modification of this section
if not entirely send this bill back to the House with recomending this
section be redacted or removed.

measures to oppose any global climate change treaty that weakens the IP

Peter Zura's patent blog notes that 'the vote comes in anticipation of
the upcoming negotiations in December as part of the U.N. Framework
Convention on Climate Change. ... Previously, there was

sufficient chatter in international circles on compulsory licenses, IP
seizures, and the outright abolition of patents on low-carbon
technology, that Congress felt it necessary to clarify the US's IP
position
up front.
