Hi,

I just subscribed to this list. I'm involved with ACTA for FFII and
Vrijschrift/Scriptumlibre (NL). The FFII ACTA analysis concentrates on
competence. For instance, the EU has transparency rules, just strongly
enforced by the ECJ in the Turco case, see attachment 3:

On some aspects of ACTA the member states have a veto.

There are some versions available of:
Recommendation from the Commission to the Council to authorise the Commissi=

to open negotiations of a plurilateral anti-counterfeiting trade agreement

(published after the mandate)

The other docs are closed, reveal by the title the topics under discussion,
like: "Anti-Counterfeiting trade Agreement (ACTA) - Compilation of all
comments provided by ACTA partners on the civil enforcement chapter"

So, a draft civil enforcement chapter is available.
