[A2k] Index of Submissions to USTR for 2008 Special 301 Report

This year USTR received 24 submissions in response to its request for
comments for the Special 301 Report. 19 came from business groups or
individual companies. Three came from countries that have been placed
on the list already, and two came from individuals. The complete list
