[A2k] group B (EU and US): NO to limitations and exceptions proposal

This is the statement that the US on behalf of group B just delivered
at WIPO:
NOTES:
We're please to deliver Group B position on future work of the
committee.
Group B reaffirms long standing commitment to informed robust
discussion of complex copyright and policy issues. This commitment is
more important than ever. The unfinished business, the broadcasting
and audiovisual treaties should remained on the agenda for the short
term.
Group B carefully considered Chile's proposal on Limitations and
Exceptions as set forth in sccr/12/3 and sccr/13/5.
Any future work must be focused on copyright owners and creators.
The first work area described in doc sccr/13/5 regarding
identification of national models and practices is an appropriate
element of a balance future work
Group B does not support 2 and 3 in 13/5.
There is no consensus to continue.
Group B thanks Chile, Brazil, Uruguay, Nicaragua and other country?
for sharing their view on L&E. In full alignment with EU, the
proposed plan of work came too late.

This is what Group B country delegates are opposed to:
2. Analysis of the exceptions and limitations needed to promote creation
and innovation and the dissemination of developments stemming therefrom.
3. Establishment of agreement on exceptions and limitations for purposes
of public interest that must be envisaged as a minimum in all national
legislations for the benefit of the community; especially to give access
to the most vulnerable or socially prioritized sectors.
