[A2k] SCCR - Group B seeks to load up future SCCR agenda, to reduce forcus on L&E work

Brazil, India and Chile have noted that they reserve the right to
comment on these four new suggestions proposed by Slovenia (on behalf
of the European Communities and its Member States). Since there is no
written text or explanation of the EU proposal, Brazil, India and
Chile have intimated that the Committee may be burdened with these
four new proposed items when the current crop of three items
(Protection of audiovisual performances, exceptions and limitations
and protection of broadcasting organizations) are already on the agenda.
One interesting thing I have noticed is at this meeting of the SCCR,
Slovenia (which holds the Presidency) has spoken on behalf of the
European Community and its Member States. At every previous SCCR that
I have observed, the European Commission has taken the lead and spoken
for the European Community and its Member States.
