[A2k] SCCR - Group B seeks to load up future SCCR agenda, to reduce forcus on L&E work

Lead by the EU, the Group B countries are proposing a large expansion of
the SCCR agenda items.  With approximately zero explanation, they
suggested the SCCR have separate agenda items for:

1.  Applicable law
2.  Orphan works
3.  Collective management
4.  Resale rights

The US welcomed 1-3, and also suggested that Group B might add some
additional items.

It now seems that the Group B strategy is to squeeze out the L&E policy
space with items the publishers like.
