[A2k] SCCR officers decided at 4:18 PM

After around 6 hours of negotiations, the WIPO copyright committee
decided to reinstate Jukka Liedes (Finland) as chair and appoint two
Vice Chairs.  One  Vice-Chair is from Chile (Luis Villarroel) and
Morocco (did not catch delegate's name).
