[A2k] SCCR chair issue not resolved yet

It is a bit surprising, but the issue of the chair of the SCCR is not
yet resolved.  Jukka Liedes of Finaland has served as the chair of the
relevant copyright committee for nearly every meeting since the 1980s.
It was expected that someone else would take over the chair, now that
the broadcasting treaty is on hold, but countries were very slow to
offer candidates.  However, there are, apparently, some new names being
considered.  We don't know the US government position on this topic.
