This is about the Commission's new "voluntary" Register of interest represe=
ntatives which opens 23rd June.

The European Commission has adopted a code of conduct containing clear and =
precise rules for interest representatives in their dealings with Commissio=
n staff. The code of conduct is joined with the register of interest repres=
entatives which the Commission will launch on 23 June 2008, and acceptance =
of the code will be a requirement for entry in the register.

Background



On 21 March 2007, the Commission adopted the Communication "Follow-up to th=
e Green Paper 'European Transparency Initiative'" [COM(2007) 127 final], wh=
ich included the decision to establish a framework for its relations with i=
nterest representatives. It was decided to:

- create and launch a new voluntary Register for interest representatives i=
n spring 2008;

- draft a Code of Conduct. Respect for the Code will be a requirement for e=
ntry in the Register and will be monitored by the Commission;

- establish a monitoring and enforcement mechanism for the Code and the Reg=
ister;

- increase transparency through reinforced application of the Commission's =
consultation standards based, in particular, on a standard website for inte=
rnet consultations.
