Dear All:

I had the pleasure of speaking to the Head of the CoE Division responsible
for the staffing of the discussions related to broadcasting whilst he was
attending a meeting in Geneva on Tuesday. I will report on that conversatio=
n
separately, but in this note I will provide you with the information needed
on accreditation.

In order to request observer status with the Council of Europe Steering
Committee on Media and New Communication Services (CDMC) and/or subordinate
bodies of the CDMC, you would need to send a letter requesting observer
status to:

The letter should include the following information:

1. Provide details about your organisations' activities as they relate to
the CMDC and/or the subordinate bodies in question;

2. Information about your organisations' ability to make an effective and
high-quality contribution to the activities of the CMDC/subordinate
Body;

3. Provide information about how representative your organisation is at the
European level. For example, for industrial stakeholders this could
be information about the countries your business operates in and an idea of
how substantial those operations are; for NGOs, it could be details
of the membership of your organisation in Europe and/or the countries in
which your members (if an umbrella NGO) operate.

This can be sent via fax to Mr. Malinowski as above.

It is strongly recommended that in advance of sending the request you have =
