Dear James,

I will be attending SCCRR in Geneva March 10-12 as the World Blind Union's
Observer, having taken over from David Mann a few months ago.

Now that, according to the Sullivan Report, there are nearly 60
countries with Exceptions or Limitations    we believe that we should
continue to encourage our national members, along with other stakeholders,
who do not currently benefit from them  to lobby their Governments for the
enactment of them.  Towards this end WBU, working in partnership with IFLA
Libraries for the Blind Section, is launching a global 'Right to Read'
Campaign in Amsterdam on 23rd April

On the SCCRR front we believe that we should  pursue Sullivan's observation
concerning the legal status of transfers between jurisdictions of alternate
format materials produced for the visually impaired in one country under
Exceptions  and exported/imported into another country with Exceptions in
place. Whilst unfortunately sometimes the wording  of E & L can slightly
vary from one jurisdiction to another surely WIPO could level that playing
field with an authoritative statement that such sharing was well within the
spirit of the E & L provision?

Another move in this direction would also be for WIPO to publish on their
website their draft model law on Copyright  which almost certainly would
lead to a wording convergence of  different jurisdictions.

I look forward to learning of other peoples thoughts   on this agenda.
