February 2008. The objective was to discuss the policy options available=0D
to developing countries to make their broader national public policy=0D
objectives compatible with their obligations on the enforcement of=0D
intellectual property rights.=0D

fora, including the WCO, WHO, WIPO, WTO and Interpol. Finally, it analyses=

the approach of the United States and European Union to strengthening=0D
intellectual property enforcement in third countries through regional,=0D
bilateral and unilateral mechanisms such as regional and bilateral trade=0D
agreements.=0D

Research Papers 14 - Analysis of the Role of South-South Cooperation to=0D
Promote Governance on Intellectual Property Rights and Development=0D
The paper discusses the role of South-South cooperation on IP rights and=0D
technological development. It identifies the problem on multilateral IP=0D
rights norm setting and the technological development needs of developing=
=0D
countries. It is submitted that South-South Cooperation based on agreed=0D
principles and objectives can play a strong complimentary role to=0D
multilateral, regional and bilateral norm-setting on IP rights.=0D

Policy Brief 12 - Who Should Bear the TRIPS Enforcement Cost?=0D
The Policy Brief explores an ever important issue of enforcement costs=0D
ensued by the TRIPS Agreement. It analysis the current mandate under TRIPS=

with reference to enforcement obligations and suggests that member=0D
countries must look at the issue from a cost-benefit perspective and=0D
develop socially optimal guidelines by utilising the current flexibilities=
=0D
under TRIPS. Developing countries are hence strongly recommended not to=0D
bear any additional obligations going beyond the common minimum standards=
=0D
as required by the TRIPS Agreement without undertaking careful empirical=0D
studies.=0D
