President elect Barack Obama promised to use technology to make it
easier for citizens to  participate in government. Our goal is to
provide our country's first Chief Technology Officer (CTO) with one
example of how this might work.

"Require open access to the results of non-classified research funded
by taxpayers. Extend the exemplary policy now in place at the NIH to
all federal agencies."
