South Centre Research Paper 13: Towards a Digital Agenda for Developing
Countries

This research paper analyses the implications of digital and internet
content policy for access to knowledge
in developing countries. It also puts forward recommendations for
developing countries to fully enable
Information and Communication Technologies (ICT) policy to deliver on the
promise of more knowledge and
information, specially for education.
Some of the recommendations made include the following:
- Do not sign TRIPS-plus, WCT and WPPT provisions on TPMs
- Maintain and fully implement existing limitations and exceptions
- Focus copyright enforcement on the protection of domestic artists
- Limit software copyright protection only to the non-functional aspects
of software
- Do not extend protection to non-original databases
- Negotiate specific provisions for bulk educational access for developing
countries
- Formulate new and appropriate limitations for digital and internet
content
- Adopt and support Free/Libre/Open Source approaches to software and
other content.
