The always excellent Technology Innovation and Intellectual Property of Jim
Bessen (now in blog form) publishes an essential paper on patent policy in
the last 30 years in the US, and a review of Scherer's paper by Robert M.
Hunt and Cecil Quillen.

Scherer's analysis generalizes (over a longer timeframe and more sectors)
existing findings by Bessen, Maskin and Hunt regarding software.
NB : this is worth forwarding also to the IP Health list as the pharma sector
is a prominent case in Scherer's analysis, and his conclusion is a sort of
vibrant case for the the medical R&D treaty proposal approach.
