[A2k] Brazilian Congress discussing criminal liability in ther Internet

Brazilian Congress is discussing the implementation of criminal legislation
regarding ISPs and users liability in the Internet before even establishing
civil rules for the issue. You might have heard the case regarding YouTube
and famous model Daniela Cicarelli in which 5 million brazilian internet
users were cut off from YouTube access because in the absence of especific
civil legislation the Judiciary decided whatever it wanted. We are
approaching the press and some congressmen to stop this non-sense. If anyone
know of a country that is also discussing criminal liability before civil
one, or even better that only started to discuss it after regulating the
civil aspects of the Internet and could help us providing examples, it would
be awesome. You just need to name de country and say what happened.
