[A2k] EC- final recommendations of Commission Expert review of Copyright Directive

Dear All
  This is a very important report. It is the second and final part of
the external review commissioned by DG Internal Market into the
Information Society ( copyright Directive).  While the Commission
does not have to accept its findings it  sets the terms for the
debate in the forthcoming formal review of the Directive. The
Commission intends to hold a hearing on this report in April

For those of you with limited time read the executive summary
( below). I have not yet read the whole report but it is worth
looking at the recommendations on:
1) TPMs-  E.g Protection is overbroad recommends that protection
should be limited more clealry to copyright protection and have
mandatory disclosure requirements. There are a number of other key
recommendations on this topic.
2)Exceptions and limitations_ Should be a two tier approach first
tier should be a set of  mandatory limitations and exceptions that
apply in all member states
3) Contractual term contracts that seek to revoke impede use of
mandatory exceptions and limitations would be be void.
4) Critical of overlapping rights and possibility of double payment
to rights holders and lack of clarity of liability.
