[A2k] Day 2 of WIPO SCCR (Informal meetings)

The chair, Jukka Liedes, proposed that the afternoon session (3-6 PM)
and the evening session (7-10 PM) of day 2 of the special session of
the WIPO Standing Committee on Copyright and Related Rights (SCCR) will
be conducted informally, "government to government".  This means that
NGOs will be excluded from attending these sessions today.

NGOs are slated to make oral interventions later this morning.
