Jukka's first paper (Chairman's non-paper) says that "the signal-
based approach by no means precludes granting some exclusive rights
to broadcasting organizations."

He also says the objective of the treaty is to avoid "free-riding,"
which is the justification for an IP right for those who transmit info.

  Not a good start.
