[A2k] Kyrgystan draft paper on Cluster B

This morning at the 3rd session of the PCDA, the Chair, Ambassador
Trevor Clarke, assigned 'cluster coordinators' in the following manner:
Cluster A- African group
Cluster B- Kyrgystan with assistance from the Chair
Cluster C- Asian region led by China
Cluster D- Poland, Central Europe and the Baltics
Cluster E- Italy for Group B
Cluster F (only one proposal)- To be decided
The role of the cluster coordinators, becoming increasingly know as the
'Friends of the Chair' is to lead the consultations about proposals
within their allocated cluster. At the end of the day, most cluster
coordinators had preliminary drafts of papers for the Chair to consider.
Here is the text of the draft paper put out by the Kyrgst delegate:

Development Agenda: A Way Forward
Cluster B: Norm-setting, Flexibilities, Public Policy and Public Domain
1. In addition to taking into account the different levels of
development of Member States, the activities of norm-setting should
reflect the priorities of all Member States and be a participatory
process which takes into consideration the views of all stakeholders,
including civil society and public interest groups.
2. Furthering public interests through keeping knowledge within the
public domain is an important issue, which should be considered in
WIPO's normative processes.
3. Norm-setting activities being a member-driven process, the WIPO
Secretariat is not expected to endorse or support the proposals
particularly in the negotiation of international treaties and norms.

17. Consider the protection of the public domain within WIPO=92s normative
processes.
18. To ensure member-driven procedures in which the WIPO=92s Secretariat
does not play a role by endorsing or supporting particular proposals,
particularly in the negotiation of international treaties and norms.
19. To ensure that norm-setting activities recognize the different
levels of development of Member States and reflect a balance between
benefits and costs of any initiative for developed and developing countries=
.
20. To preserve the interests of the society at large, and not only
those of IP owners in norm-setting activities.
21. To reflect the priorities of all WIPO Members, both developed and
developing countries, in all norm-setting activities
