[A2k] deal reached on PCDA, apparently

I haven't seen the details, but apparently 2 PCDA meeting on the
development agenda in 2007...

One meeting will focus on the proposals included in the paper by the
Kyrgyzstan Republic, which were the ones that the EC and the US
identified as acceptable to them.  (See http://www.wipo.int/edocs/
mdocs/mdocs/en/pcda_2/pcda_2_3.pdf)

The second meeting will focus on all other proposals.

I believe all proposals are treated equally.

Next task, to try to get something useful and concrete out of these
two meetings.
