[A2k] Group B seeks to defer and condition discussion of FoD Development Agenda proposals to "early harvest" of non-controversial issues

Group B (the high income countries) have a new paper out on the
development agenda. Basically, they are seeking to defer and
condition discussion of the more controversial (and important)
Friends of Development (FoD) proposals until work is done on an
"early harvest" of less controversial (and less important) proposals
from the 111 proposals (by all WIPO members) that have been considered.
Group B proposes that an entire meeting be devoted to sorting out
"practical and actionable" proposals from everything else, and then
once that is done, holding a meeting that is half and half split
between the non-controversial and controversial issues.
The PCDA would then report to the 2007 GA on recommendations for
concrete action on proposals "already within the mandate and programs
of WIPO" or which "there is general agreement to move forward," and
then debate in September 2007 "the future progress regarding the
other proposals."
Over all, not a very conciliatory document by the Group B countries.
Could be a long night.
If this unravels, it could derail the broadcast treaty deal.
