[A2k] Brazilian Elections, accaountability and Windows Monopoly

This year in Brazil we have elections for president,
governors, and for state and federal deputies (the
former is equivalent to Brazilian House of
Representatives).
And the TSE - Tribunal Superior Eleitoral or the
Supreme Court for elections cases - obligated the
Brazilian partys to send their account of the campaing
only in eletronic format. However, as the software,
named SPCE 2006, only run in Windows, the parties can
not use other systens (as MAC OS or Linux).
Against this, a leftist state deputy candidate for S=E3o
Paulo Chamber, named Odilon Guedes, is asking the
justice to allow him to send the account of his
campaing in paper or in other format, arguing that
this situation is against Brazilian law.
