Sadly I am not surprised at all.
The broadcasters and publishers know that they are no longer pivotal
with the internet making it possible to communicate and publish and
broadcast themselves. They are pushing this through so that they can
restrict the internet to match their customary offline gatekeeping and
distribution controller roles. This brings them income but provides no
benefit for the public. In fact it is a peril, a cost, and offers
reduced access to information.
I dont know much about WIPO but a forced decision is consistent with
the way that the DMCA is used as a prerequisite for trade with the US
FTA.
These lobby groups have no regard for the concerns of nations, public
value or civil rights. All of which in the long term provide the safe
space which enables people to be creative and innovative and to
communicate freely and frankly with each other.
Both DMCA/EUCD and the proposed Broadcast Treaty are misuses of
international forums by obsolete middlemen who want right of way at
any cost. DRM and TPM are basically dangerous packaging. I dont
understand how the world can be held to ransom by storemen and
packers.

We live in truly bizarre times.
