Despite the lack of consensus, Chair decided the go ahead with calling
for a diplomatic conference.
Unbelievable.
Why is it when one country (US) objects to a Development Agenda at WIPO
no progress can be made under the "consensus" model of rules? -- But
when it comes to the Broadcasting Treaty and a number of countries said
today they were not ready to go forward (India, Brazil, US, South
Africa, Argentina, Chile, Iran, etc) YET we are still going forward with
a diplomatic conference? What happened to consensus at WIPO?

NOTE: a few changes to my previous message on the Chair's conclusions:
On Basic proposal:
- Basic proposal is 15/2
- All delegations may make new proposals at the Diplomatic Conference
On Preparatory Committee:
- The preparatory committee will be convened for JANUARY 2007 (Not
mid-December 2006).
