Isn't it about time that the customary "We would like to congratulate the chairman for his re-election..." at the beginning of every delegation's speech to the SCCR is followed by "... but respectfully suggest that in the interests of good governance, this committee should return to WIPO's usual procedure and elect a different chair at the next meeting" ?
