  Jule from the US Library of Congress just said the US opposed any
decision to schedule a diplomatic conference on the basis of the
current text or the Chairman's proposal.  It is now not going to
happen today.  Chile followed and said the same thing.  For the first
time, Jukka seems quite depressed.

Jukka is speaking now.  This will probably take a while.  Maybe a
long while, given some of his long winded interventions.
