It seems as though the SCCR will split the "traditional" broadcasting
issues and the "webcasting/computer network" proposals into different
documents and different work programs. They are still talking about
the details....... but a treaty on traditional broadcasting is now
looking likely, and the webcasting issues are now looking like a
longer term work program, less likely to be based upon parity with
broadcasting.... and maybe involving more evidence and a different
analytical framework, and maybe it will just be put on hold,
particularly if the technology community wakes up and evaluates the
benefit of WIPO regulation of Internet publishing (beyond that it
already addresses through copyright).
The USA is speaking now, and they pretty much accept the separate
work programs. But they are so sad. And also, a threat.... if no
dip conf. agreed to in September.... then webcasting would be back
on the table. Probably with a new frame..... maybe no longer called
webcasting....but being all about the Internet.
