Jule Sigall from the US LOC is speaking now. He is making the point
that the treaty provisions on satellite TV and cable TV are also TRIPS
+ and Rome+ provisions. So he says webcasters are just like them.
He has a point.... but why not knock out the cablecasting and
satellite services? The cable people don't even care about this treaty.
He does agree to another meeting of the SCCR to look at the treaty,
before a dip conf.
Apparently the US thinks it has nothing to gain from a dip conf that
gives Rome rights to cable and satellite TV, but not webcasters...
and may think it can pound away on the webcasting issue once more at
another SCCR meeting, since he has definately not gotten much support
here.
China, India, Brazil, Chile, Iran, Philippines, RSA, Egypt ...... and
many many other countries are saying they don't want to do webcasting
in this treaty.
