[A2k] AT&T and broadcast/webcast treaty

One bit of info this week in Geneva was the effort by AT&T to support
webcasting in the WIPO treaty, and AT&D lobbyist Marilyn Cade's
efforts to expand the webcasting definition to include AT&T's IP TV
services.  I think was not that well thought out by AT&T, but there
