I supported strongly the global license in France, when it was proposed
in december 2005.
It had a very precise meaning at this time. It was the way to forge an
opportunitic alliance between majority and oppositions deputies, the
first walking one step to the seconds by accepting to propose an «
optionnal » global license.
I can assure you that most of the people that supported this proposal at
the French parliament agreed with the spirit of the global license is,
but not necessarily with the letter.
I also think that if producers were not bringing lawsuits to hundreds of
people, amendements stating principles would have been defended instead
of a more precise system.
I think that the global license proposal needs additionnal work &
discussions. So, talking of a contribution of the internet to the
financing of culture seems more adequate to me.
