Research institutions should sign contracts with their staff and
faculty (and, if appropriate, students) reserving to the institution
the nonexclusive right of second publication on the Internet of the
final peer-reviewed article, after a suitable delay from its first
publication.  This second publication should carry a notice granting
unlimited permission for redistribution of the article.
