[A2k] Comment on preamble

I have started translating the text. 2 comments of more general relevance :
- In French accord must be translated by Pacte. I wonder whether Pact wouldn't
be better also in English (stronger).
- I suggest that in the preamble (which was not discussed a lot) we speak of
"activities and productions" instead of "goods produced". The present version
could lead to think than remunerating goods is the major scheme for income of
creators, which was never true and is less true than ever.
