[A2k] Process for Paris Accord Text

Here are my thoughts with respect to process.
What I would hope is that we can agree a set of general principles
with respect to the major sectors/sections which have been identified
- perhaps phrased in resolution-style language (thanks to Michelle of
CPTech for this suggestion), such as:
"Recognising the cultural value of music and sound recordings,
Reiterating our desire to work together,"
and so on (these are completely made-up examples by the way)
What we could then do is identify the specifics related to the main
points which we want to work on subsequently. Perhaps certain areas
would all thematically go together and could be dealt with at one
meeting, where others might require a single meeting just for one
subject area.
This would give us something at a high-level to agree about in Paris,
but then give us a further work programme to continue with, since we
are talking about such a broad range of issues, market sectors, and
policy areas.
