Dear all,

as you know the Commission has announced the adopten of the European Charte=
r for film online on 23rd May. It will use this charter for a broader conte=
nt policy and may issue a communication on this by the end of 2006.

In order to analyse the so-called "commendable practices" in some countries=
 that the charter promotes such as the French inter-professional agreement =
protocol of December 2005 on Video-On-Demand, I would like to ask you to co=
mment on any of the given practice mentioned in the Charter that you know, =
whether you consider them a good practice or whether these have serious fla=
ws, whether you are aware of decisions that point to other solutions as the=
 ones mentioned in the charter, etc....
