Proposal for general principles for Paris Accord

Representatives of Creators of Music and Civil Society Agree:
That music, and those who make it, are a priceless element of the
cultural heritage of all of humanity;
That music =96 and in particular the diversity of forms and styles of
music =96 is inherently vastly more important to all cultures and
nations than the products which distribute it;
That the relationship between composers, performers, and their
audience is more important than the needs of the intermediaries who
commercialise music;
That public policy with respect to music should serve the needs of
the creator of music and of the audience =96 the =91ends=92 of the music
distribution chain - primarily, and the intermediaries between them
only where it also serves the interests of the ends;
That performers and composers who wish to make a living from their
craft should have the same level of opportunity to do so as those who
enter into any other profession. We deplore the fact that more than
95% of those who try to make a living aren=92t able to do so for any
period of time;
That the public, and the composer and performer community, has the
right to expect that a substantial share of any money the public pays
for music should end up in the hands of the composers and performers,
which is not currently the case;
That the public should expect that the body of sound recordings that
currently exists should be available for all to enjoy, and that the
current situation, where more than 90% of all recorded music is
unavailable anywhere to anyone is not acceptable;
That the current market situation, in which a very few companies
control the majority of the commercial output of and access to sound
recordings worldwide, is harmful to the interests of composers,
performers, and the general public
