Joint Statement with regard to Colombia=92s Proposal
Provisional Committee on Proposals Related to a WIPO Development Agenda
Geneva, February 20-24, 2006
Electronic Information for Libraries represents leading academic,
research and public libraries in 50 developing and transition countries.
This is a joint statement with IFLA, the International Federation of
Library Associations.
We note with interest the proposal by Colombia (PCDA/1/3). We are
pleased that at the heart of the proposal, lies the recognition that
access to up-to-date knowledge is, and I quote, =93a vital tool
contributing to countries=92 social and economic development=94. This is on=

of the principles that surrounds our discussions on a development agenda
for WIPO.
The scenario described is a classic example of how institutions in
developing countries do not have access to commercial databases with
enriched information because it is very costly. Where not even a
national patent office can afford access, this puts the country at an
immediate competitive disadvantage. While patents are a specialist area,
there are a host of other major commercial databases to which
institutions and business should have access in order to be on a par
with the developed world.
In order to alleviate such situations, libraries join together to form
purchasing consortia such as those supported by eIFL. These consortia
pool their resources and negotiate fair licences and prices. We are
happy to advise any developing countries in this regard.
