[A2k] Proposal by Colombia to the WIPO SCCR on the broacasting/webcasting treaty

On 17 March 2006, Colombia submitted a proposal (SCCR/14/4) to the WIPO
Standing Committee on Copyright and Related Rights which proposing
language to the broadcasting/webcasting treaty. Here is the link and the
text below in English, French and Spanish (original ). It suggests that
Contracting Parties to the proposed broadcasting/webcasting treaty may
provide that the circumvention of an imposed effective technological
measure used by a broadcasting organization to obtain access for the
purpose of non-infringing use of that broadcast shall not constitute an
infringement .

effective technological measure, used by a broadcasting organization, to
obtain access to a broadcast for the purpose of non-infringing use of
that broadcast shall not constitute an infringement of the measures
implemented by virtue of this article.=94
