[A2k] DRAFT decision on Protection for the Broadcasting Organizations

Wednesday, 4:12 PM (Geneva time)-WIPO General Assembly



At around 2:30PM, the Chair of the WIPO General Assembly convened
informal consultations with regional coordinators and interested
delegations to discuss possible language that could be the basis for
consensus General Assembly decision on a treaty on the protection of
broadcasting organizations.  The text below the hashed line is what was
submitted by the Chair for consideration.  Informally, I have heard from
some delegations who are opposed to the convening of a Diplomatic
Conference in 2006 that they will NOT accept the text presented below
because it locks in the Member States of WIPO to convening of a
Diplomatic Conference in December 2006 with the presumption that all
substantive issues will have been resolved by that said date.  We will
let you know how these consultations proceed.



SCCR stands for the Standing Committee on Copyright and Related Rights.


------------DRAFT DECISION---------------------


In preparation for the Diplomatic Conference on the Protection of
Broadcasting Organizations, the Secretariat shall schedule two meetings
of the SCCR.  SCCR 13 shall be schedule for November, 2005.  The meeting
of SCCR 14 shall be scheduled for the Spring of 2006.

The Diplomatic Conference will take place in December, 2006.
