TEKST:

A proposal for a "Development Agenda" to be introduced in the WIPO
(World Intellectual Property Organisation) was submitted by Brazil and
Argentina. It was presented and debated at the WIPO General Assembly, on
27 September- 5 October 2004.

The agenda calls for full integration of the "development dimension" in
WIPO work. It proposes the establishment of a working group to produce a
report on the issue and the organisation of a conference on intellectual
property and development. As part of the agenda, WIPO should also act on
issues such as technology transfer, participation of civil-society, the
adoption of a high-level declaration on intellectual property and
development technical co-operation and anti-competitive practices.

- What is the Commission's position with regard to this Development agenda?
- More specifically, will the Commission be ready to actively take part
in the integration of the 'development dimension' in the intellectual
property protection policy-making in WIPO, and more broadly in the UN?
- In what manner will the European Parliament be involved in this process?
