Note, the URL in the Media Advisory does not actually link to the
development agenda proposal by Argentina and Brazil. (see
http://www.wipo.int/documents/en/document/govbody/wo_gb_ga/doc/
wo_ga_31_11.doc).

It instead links to a two-page letter from Brazil which simply lists
some of the co-sponsors of the Development Agenda and asks that it be
distributed, along with some diplospeak ("The Permanent Mission of
Brazil avails itself of the opportunity to renew to the World
Intellectual Property Organization the assurances of its highest
consideration.")
